- 我国科技期刊发展面临的主要问题有:对科技期刊功能认识不足、优质稿源大量流失、科技期刊管理政策缺乏灵活性、忽视对科技期刊内容的评价。对此,笔者提出应对策略包括:探索科技期刊双语或多语出版规律,破解科研成果外流困局;引入竞争办刊机制,打破现有的利益格局,推行更加灵活的准入和准出制度;注重科技期刊内容的审查和评价,引入“垃圾论文”率指标。
- Abstract:
- At present, the main problems faced by the development of sci-tech journals in China are: insufficient understanding of the functions of sci-tech journals, loss of high-quality manuscript sources, lack of flexibility in the management policies of sci-tech journals, and neglect of the evaluation of contents of sci-tech journals. Therefore, the author put forward some countermeasures, including: exploring the bilingual or multilingual publishing law of sci-tech journals to solve the problem of outflow of scientific research achievements; introducing competition mechanism to break the existing interest pattern and implementing a more flexible admission and exit system; paying attention to the review and evaluation of the contents of sci-tech journals, and introducing the rate of “junk papers”.
