- 构建面向突发公共事件应急管理的情报服务机制具有重要的现实意义，能够提高政府决策效率、降低突发公共事件带来的危害。本文阐述了面向突发公共事件应急管理的情报服务战略定位，分析了突发公共事件应急管理对情报服务提出的要求，提出从关键词聚类、突发公共事件信息资源开发及应急管理决策保障3个层级构建情报服务机制；最后提出了3个优化策略，即有效识别突发公共事件情报信息、介入与融合应急管理体制、培育和提高服务保障。
- Abstract:
- It is of great practical significance to build an information service mechanism for public emergency management, which can improve the efficiency of government decision-making and reduce the harm of public emergency. This paper expounded the strategic positioning of information service for public emergency management, analyzed the requirements of public emergency management for information service, constructed the information service mechanism for public emergency management from three levels: keyword clustering, development of emergency information resources and decision support of emergency management, and finally put forward three optimization strategies for public emergency management: effectively identify emergency intelligence information, intervene and integrate emergency management systems, cultivate and improve service guarantees.
